Background
Tu-Shar, the 2nd planet in a small system of three, is a small rocky world, inhabited by many tribes of both human and ab-human settlers. Settlement during the Angevin Crusade failed miserably as the tribes fought hard and long against the "deamons from the sky" despite their primitive equipment and nomadic lifestyles.
In the end, formal settlement was deemed to not be worth the cost, and Tu-Shar has been left as an isolated backwater. Occasionally a Ministorium priest will travel (or, most likely, be sent as a punishment) to the planet to try to educate the natives in the Imperial Creed, with results ranging from immediate death to grudging respect, depending upon the specific tribe involved.
